I have a gimmicky idea for how a revised food system could work. I think something similar to this system may be in Pam's Harvestcraft, but I've never tried the mod to know for sure.
The idea is that all food now heals significantly less HP. For example, a cooked porkchop would heal 1 heart, a raw porkchop would heal 1/2 of a heart, and an apple would heal 1/2 of a heart. To balance this out, perhaps more foods could be stackable in small amounts -- up to four or something.
To get foods that heal large amounts of HP, you will have to create an actual meal made up of a variety of foods. You'll need an entree and two sides to make a meal. An example of a meal would be a cooked porkchop, bread, and a cooked egg.
There would be a meal for every possible food combination. To combat the effort it would take to make a texture for every possible meal combination, there could just be a blank slate texture of like a tray or something to show the meal. The contents would be listed if you hovered over the meal in your inventory.
Entrees: Cooked Porkchop, Cooked Fish, Mushroom Stew
Sides: Bread, Cooked Egg, Apple
Raw foods cannot be used for meals and neither can cake nor golden apples. Cake and golden apples would also be unchanged, unlike other food items. I'm not sure if cookies should really be a valid side item since they're more of a snack food.
This would go well with a food update, since there's a very small amount of food in the base game to choose from unfortunately.
