Like the nether we know the heaven dimension will be the exact opposite of what it's like in the overworld. Life would be easier, peaceful, and luxurious but just how should that be accomplished? I'm under the impression the two dimensions are not meant to be permanently lived which is how I be determining what makes the most sense in terms of features. Somehow this world must be developed so that players have incentive to travel there but not become their place of retirement.
Logically the first thing to start with is the ground the player will walk upon. The islands could be large, consist of many groups of small islands, or they could all be floating at different levels. This place is literally heaven so it ought to look better than the overworld. When a player steps out of the portal they should fall silent in awe of a breathtaking view. Islands as big as cities mixed with more humble deserted islands some parading proud above the clouds with others skimming just above. Floating islands chaotically spread around the XYZ axis would provide unique building opportunities not present in the overworld. A tower connecting a lower area to a higher island would be awesome.
So now that our little adventurer is here what can he find? Of course you have Alpha trees, Alpha grass, and a list of other things already in the overworld. The Alpha trees and grass are visually appealing but don't offer much in terms of gameplay. In the overworld there are rosy red flowers and cheery yellow ones. To make dyes easier to craft from this point on there could be blue, orange, purple, and a whole host of different colors for new flowers. It'd also be a nice reward to finally have new flowers to decorate builds with. Also as someone who used to play Pocket Edition when it was basically a portable beta version of the game I'd love to see that blue rose return to Minecraft, preferably NFC. I'd also like to see cherries be an exclusive food for this dimension. The little fruits would grow on cherry trees whose leaves could have a 1/4 chance of dropping cherries. New naturally generating structures would be cool. Towers with written books at the top and little water fountains is all I could think of. There were plans for written books with community created literature that could be found in abandoned structures. I'd really love to see these written books be an exclusive feature to the heaven dimension.
To breath life into this floating paradise I'd like to see unique mobs in this land. Finally it is known where good players who've died end up. These righteous souls could wander around grunting. Attempting to kill them would prove futile as they aren't physical. Walking through them would be a cakewalk. Blue slimes that jump around the player but don't attack would be fun. Pigs with wings that jump really high just to add an animal. Finally taking a tiny bit of inspiration from a feature Modern Minecraft failed to add, red dragons. When I think of what the NFC red dragon would resemble I'm thinking of a dragon the size and length of an alligator. They could easily be tamed with just a saddle and maybe a cherry or two. And like that you could soar through the skylands. There would be one catch though, the player would need to keep feeding it to prevent it from plummeting from exhaustion. This is where the cherries come in.
It should be a given that ore should spawn here and be more common. But should ore be restricted to the levels the overworld uses? It'd make more sense if ore no matter the type could be found at any Y level as there really isn't an underground. No reason to restrict ores as different Y levels are easier to slip into whereas underground you're constantly searching for caves. All ores except uranium, magnetite, titanium, and tungsten should spawn since these few don't really fit the atmosphere. Not only are they not as bright and colorful as the other ores but they're pretty good metals. Also uranium is what will be used to power the portal keeping it open. If a player fails to keep their portal activated they should have to jump off and hope they land on one foot.
Enough looking down what about what's above? This idea comes straight from a long time member Nein99
which is just too good not to include. As the sky dimension is higher up, the atmosphere is probably thinner. Wouldn't it be magical if the player could spot the faint twinkling of stars during the day? If you think that's great imagine if at night the whole sky looked as though someone took a paint brush and slathered the whole thing in enough stars to fill a gallon of milk. What I'm saying is there should be more stars.
Speaking of higher up the father away one travels from the Earth the closer they become to experiencing zero gravity. It'd be cool if player speed was decreased while jump height became higher.
One last thing, placing lava should immediately solidify it into stone.
