I find that in Minecraft, oceans are very lacking. The only life they have are squids.
I'd love to see more lively oceans, filled with new blocks, mobs, plants, structures, etc.
But this isn't an idea on what should be added to the oceans -- this is instead an idea that gives a way for players to effectively explore underwater for when/if there are new things to be found there.
I suggest that Ghasts have a new drop in addition to gunpowder. This new drop would be an air sac; after all, they have to stay afloat somehow, don't they?
The air sac would be a tool with durability. When right-clicked, you breathe into it and it replenishes some of your oxygen bar so that you can stay underwater for longer. The little bubbles on your oxygen bar would have a highlight around them if they were granted via an air sac. Any bubbles given by an air sac would last longer than a normal bubble.
I think this would be an interesting and unique way to allow for in-depth underwater exploration, whilst also giving another reason to go to the Nether.
